The National Rally and Éric Ciotti’s UDR are in a position to form a group in the French Senate after the September 27, 2026 elections. Announced by Jordan Bardella, this first would give their alliance collective resources and new rights in organizing the work. Its official makeup remains to be determined. Its numbers would remain limited in a chamber dominated by the right and the center.
A Political Group In The Senate Requires Ten Members
The decisive threshold is set at ten senators. To be recognized, a group must also submit a political declaration signed by its members, setting out its positions. According to the rules presented by the Senate, groups are formed or re-formed after each three-year renewal. So the announcement of an electoral alliance does not replace this process.
The count still needs to be clarified. franceinfo’s first article added up eleven newly elected senators and three senators already in office, for a total of fourteen. The franceinfo live blog, updated on September 28, reports at least fifteen RN and UDR elected officials. AFP also reports that the UDR claims the support of a female senator who was sitting with LR. These counts are not yet the official list of the future group.
The Senate distinguishes between the label chosen by a candidate, the designation assigned by the electoral administration, and parliamentary affiliation. A senator can be a member of a group, an associate member, or simply administratively attached. The list of RN senators elected in 2026 therefore is not enough to establish that of the joint group with the UDR. As of September 28, its name, its leadership, and its final membership remain to be confirmed.

Speaking Time And A Seat In Organizing Debates
RN lawmakers could already vote, file amendments, and speak in the Senate. Bringing them together in a group would add collective rights to those individual powers. Its president would take part in the Conference of Presidents, the body that organizes the work and prepares the agenda.
This presence makes it possible to bring forward requests for debates or for the inclusion of bills. It does not give it a voice equal to that of the major parties: in votes within this body, the weight of group leaders depends on their size. The days reserved for initiatives from minority and opposition groups are also scheduled by the Conference.
The Senate Rules, in Article 29 ter, guarantee each group an identical minimum amount of speaking time in organized debates. Additional time is allocated according to their size. The future group could thus designate its speakers and have its own speaking space.
For government question time, Article 75 bis also assigns the distribution to the Conference of Presidents. The session is weekly, but that does not set in advance how often RN questions will be asked. The exact slot for the future group will depend on the new organization.
Committee Seats And A Right To Investigate
Standing committees examine bills before they reach the chamber floor. Their seats are allocated proportionally among groups and non-attached members. The future RN-UDR alliance would therefore have organized representation there, corresponding to its size.
Their governing bodies must be distinguished from the Senate Office, which administers the chamber. Article 13 provides for representation of all groups in the bureau of each committee, with at least one chairmanship or vice-chairmanship. This guarantee does not amount to a vice-presidency of the Senate. The distribution of offices in the latter follows a different proportional allocation; no specific post can yet be announced for the alliance.

Another right is independent of the size of the group. Article 6 bis allows each one, per parliamentary year, to secure the creation of a commission of inquiry or a fact-finding mission. This “right of draw” would give the RN and the UDR a tool to have a subject of their choice examined.
However, the request must meet admissibility rules. For a commission of inquiry, the facts or services concerned must be precisely defined. The requesting group can have one of its members obtain the chairmanship or the role of rapporteur, responsible for preparing the report. Seats remain allocated proportionally: launching an inquiry does not mean deciding its conclusions alone.
Resources To Prepare Parliamentary Work
Group status also opens access to its own administrative secretariat. The group chooses its staff and their pay. This team can support senators in preparing debates and tracking legislation, beyond the work of their individual staffers.
The Senate gives groups an annual subsidy. Its institutional fact sheet describes three components: a fixed share, a share proportional to membership, and a share calculated according to membership brackets. The amount intended for the future RN-UDR group has not yet been set. It would therefore be premature to assign it a specific budget or number of hires.
These funds are subject to accounting obligations. Groups must submit their certified accounts each year to the President of the Senate; these are then made public.
A Dozen Or So Voices Does Not Make A Majority
By comparison, fifteen senators would represent about 4.3% of the 348 seats. AFP indicates that the right and its centrist allies retained their majority after the vote. To pass its proposals, the RN-UDR alliance would therefore need support beyond its own ranks.
Its president would nevertheless have procedural levers, such as requesting a public vote. This vote makes it possible to know each senator’s position. The group could also oppose certain streamlined procedures for examining bills. These rights change the conditions of debate, without guaranteeing the outcome.
A convergence with LR cannot be assumed. According to AFP, the president of the Les Républicains group, Mathieu Darnaud, said Sunday that he wanted to maintain political separation from the RN. Voting choices on upcoming bills will make it possible to observe the relationship between the two parties.
A Territorial Base The RN Wants To Use For 2027
The September 27 vote renewed 178 seats. According to the official Senate elections portal, municipal delegates make up about 95% of the Electoral College. March’s municipal election results therefore changed this body, without being enough to explain every local result.
The official results notably confirm the election of Marie-Pierre Callet and Fabien Bravi in the Bouches-du-Rhône, as well as Edwige Diaz in Gironde. These gains illustrate the RN’s territorial growth. Their significance for the presidential race remains a political objective: in her September 27 message, Marine Le Pen presents the future senators as support for the 2027 campaign.

The immediate next step is institutional. The newly elected members will take office on October 1. The provisional calendar published by the Senate calls for the submission of membership lists and political declarations by October 5 at 4 p.m. This will be followed by the appointment of the Bureau on October 6, then that of the committee bureaus on October 7. These deadlines will make it possible to measure the resources and responsibilities actually obtained by the future group.
